NSW Government’s response to Mental Health Inquiry recommendations lacking new initiatives

Out of 39 recommendations from the Mental Health Inquiry report on outpatient and community mental health care in New South Wales, the NSW Government has supported 24 without significant additional funding. Mental Health Coordinating Council urgently call on the NSW Government to develop a clear and meaningful plan to address the recommendations that will improve access, equity and sustainability for the community mental health sector.

Following the launch of the NSW Parliamentary inquiry into ‘Equity, accessibility and appropriate delivery of outpatient and community mental health care in New South Wales’, the Inquiry report released 39 recommendations to improve the mental health service system and better address the gaps in mental health services for people living with mental health challenges and psychosocial disability.

The NSW Government has supported 24 without new investment commitments, 8 supported in principle, and 7 noted.

The report recommendations align with a number of priorities that Mental Health Coordinating Council has advocated in its submission for significant investment in mental health and psychosocial services and programs, and a sustainable workforce. It also brings together the collective priorities identified across several state and national reviews. This includes:

  • Increasing and maintaining funding across the entire mental health system with priority investment in community-managed mental health services.
  • Increasing funding cycles across the sector to five years, to support the growth and sustainability of the workforce and improve continuity of care.
  • Expansion of the Safe Haven program.
  • Meaningful investment and expansion of supported living services such as the Housing and Accommodation Support Initiative (HASI), HASI Plus, and Pathways to Community Living Initiative programs.

Unfortunately, the NSW Government’s response is a missed opportunity to implement much-needed reforms for the mental health service system.

Mental Health Coordinating Council urgently calls on the NSW Government to develop a clear and meaningful plan to address the Inquiry’s recommendations, and ensure we have an adequate and sustainable mental health system that supports people living with psychosocial disability and mental health challenges.
